One bucket over every transfer out of hydration, in HDX value. Decays linearly over the window; a lockdown rejects every withdrawal until it lifts.

Per-asset deposit lockdown

Asset Status Class Net change Limit Usage Window
A claim on hydration mints, so it counts against the asset's limit for the period. Locked assets first, then by usage.
